Why is LiDAR used for rail corridor monitoring?

Because it provides direct range and geometry independent of illumination, which makes detection tractable at night, in fog and against low-contrast obstructions. Camera imagery is fused with it to supply the classification that keeps the nuisance alarm rate acceptable.

What is the hardest part of a rail safety deployment?

The false alarm rate rather than detection. Classification, temporal persistence and zone geometry matter more than raw sensitivity, because a system that disrupts services unnecessarily stops being used.
