Where work can be performed.

Faststream is a United States company with an engineering centre in India, and some programmes carry restrictions on where work may be performed and by whom. Defence and dual-use engagements in particular may be subject to export control regimes.

Rather than treat this as an obstacle discovered mid-programme, it is established at scoping: which regime applies, what it permits, which location performs which work, and what technology transfer is and is not allowed. Programmes are then structured to comply by design rather than by exception.

Where a requirement cannot be met — a clearance not held, a jurisdiction not available — that is stated at the outset. A supplier who discovers a compliance problem after award has created a worse problem than declining would have.
